Help Problems with registering softphone to vocal

Hello
I have installed vocal 1.4 on RHL 7.3
I am trying to communicate between 2 ubiquity UAs(v 3.09)
using the vocal server.

Into the administration GUI - user configuration, i
have added 2 users with name '3131’ and '1919' in a
user group called voip. All other settings of these two
users were left as default.
i have 2 ubiquity UAs on windows pc, both using the
vocal as the proxy. one ua has the sip address as
sip:[email protected] and other has sip address as
sip:[email protected].

When i tried to register the two uas with the vocal
, I was not successful.


the user continues sending REGISTER messagge (ORANGE state) to the register 
until  it goes in timeout request state (RED state) or always this in 
orange.

And it doesn't register


Please suggest some solution
