java provisioning GUI on vocal 1_5_0

Hi,
I am running the following
Red Hat Linux 7.3
Vocal 1_5_0
Netscape 7.0
jre1.3.1_15

I have exported the environment variable:
export NPX_PLUGIN_PATH=/usr/java/jre1.3.1_15/plugin/i386/ns4
I have enabled Java in Edit/Preferences/Advanced and java plugins for mail &newsgroups.
The java plugin seems to work (sun test web page)
I am trying to run the gui from a terminal command line (re: FAQ-O-Matic 2.714)
To run the Java GUI as a terminal application, cd to /usr/local/vocal/bin and type java -classpath ./psClient.jar:./xerces.jar vocal.ui.AdministrativeLogin <pserver host> <pserver port>
So, for example, if pserver is running on elvis you could type java -classpath ./psClient.jar:./xerces.jar vocal.ui.AdministrativeLogin elvis 6005

I have to run this from root as follows:
/usr/local/vocal/bin/java -classpath ./psClient.jar:./xerces.jar vocal.ui.AdministrativeLogin redhatvocal1 6005
and get the following message:
Exception in thread "main" java.lang. NoClassDefFoundError vocal/ui/AdministrativeLogin.
If I run /usr/local/vocal/bin/provgui 
I get - Could not find java binary to run provisioning with please try again.

All the servers appear to be running and verifysip -a VOCAL basic call test passes.
Please could you give me some idea where I might be  going wrong, I apologise if it is something obvious as I am a novice Linux user !!
