Difference between "Make ua" and "Make ua_test"

Hello everyone,

I am doing some research on Vocal, and I want to make a test on ua. So, at first,
I use "make ua" to compile the software, and it is successful. But, when I
continue to use "make ua_test", there are some errors which indicate permission
denied of tools/run-test in 74 line.

Then, I use "make clean" to clear all compiled objects, and use "make ua_test",
the software can be compiled.

What are the differences between "make ua" and "make  ua_test"?
