problem with the cdr server!!!

Hi all

  I install vocal well, and it's work. But i don't have any billing file.
In The ms-5060.log file, i have this : WARN bcWorker:
MrshlOpStatus.cxx:275 WARNING: Cannot send to CDR Server.

What's the matter?
  please help!
