Just start a new Solution/Project (File menu).
After that go to Solution view on the left side. 
Select References and hit the right mouse button. 
Select "Add Reference"  then .NET Assembly - Browse. 
Select the wx.NET.dll with the file dialog (wx.NET.dll is in wx.NET/Bin
after compiling)
Thats it. 

Now you have wx.NET code completion...

For execution of the your MonoDevelop/wx.NET app libwx-c.so has to be in
the same directory as wx.NET.dll in your MonoDevelop project Bin/Debug
or Bin/Release dir... (copy it manually there or put it in /usr/lib or
whatever...
