You should be able to grab Mono.Data.Sqlite.dll from a mono build, and
use it with sqlite.dll (library binary from sqlite site) together on MS
.NET.

I recall doing this when testing PhotoTool on Windows, since I wasn't
keen on forcing users to have mono on Windows.

Some experimentation may be required - I don't have access to a Windows
machine, so can't really guide you.
