accessing bitmaps bits

Hi all, this is more of a theoretical question. I wonder how anyone would wrap the wxRawBitmap classes and -more interesting to me- how efficient these would be. The largely undocuemented wxRawBitmap classes provide direct access to the pixel data of alpha- channeled wxBitmaps under all platforms and the classes involved overcome differences in ordering of colour channels using C++ templates. This makes it possible to access the RGBA bits with no loss of CPU cycles. What I'm actually asking is how efficient C# apps can handle bit manipulation of this kind. I'd think that here C++ would show a major advantage, but how big/relevant this would be in is what I know nothing about. Can the .NET or Mono JIT produce efficient code even for that or can the code give hints?
