XmlResource.Get().LoadFrame() returns true even for missing resources

Just noticed that XmlResource.Get().LoadFrame() will return true even
if the specified resource is not found.  Expected behavior would be
"false" or an exception.

Entered a bug on the sf site, but I noticed a lack of activity there,
so posting to list as well.
