Novel use of the OSIS q element for quotation marks in the ESV_THE module

I only spotted the use of this novel idea for the first time today...

The milestone version of the OSIS q element

In the Tyndale House Edition of the ESV module ESV_THE
the verses with speech are coded like this example in the OSIS:

AFAICT, this has never been documented in the developers' wiki.
