Logwatch mailing lists are back up

There were a couple of issues and it took me a while to even realize there was a problem and then even more time to track down the causes. The good news is that the lists are back up now. The bad news is that some message were lost both because of the downtime and because I had to clean up my queued outbound mail because my ISP's mail server kept throttling me for excessive outbound email.
