A solution would be to ship a logfile group configuration file in 
$LOGWATCH_BASE/dist.conf/logfiles/ with a custom time filter enabled:

*ApplyStdDate = "\[%a %b %d %H:%M:%S %Y\]"

or whatever regex would match the time string of the http-error logfile.
Therefore I will keep the default http-error.conf file.
