Well, my OnlyService has two symbols in front of it. They are # and *.  It looks like this:

#*OnlyService = (imap-login|pop3-login|dovecot)


That’s why I said it was commented out in my case. Anyway, the line is not applicable because it does not work for me either with #* or * or without anything in front of it at all. My line was the next one and putting an asterisk * in front of RemoveHeaders like this *RemoveHeaders did the trick for me.

logwatch.  The OnlyService script is used to filter syslog logfiles and only 
get the requested services.  This doesn't work for your dovecot-info.log files 
because these are not syslog files and do not contain the syslog service field.
