XML format

We are about to start the effort to patch logwatch to support --format xml .

These are our steps:

* Homework: Reviewed commits, developer mailing list and Google search results.
* Planning an approach
* Contributing results back

Since we have not found any discussions on this idea, we would like to hear from other developers.

Our goal is to minimize the re-invention of the wheel, logwatch does what is needed from a data collection point of view.

The context is about ingesting and presenting a dashboard of hundreds or thousands of logwatch reports daily.
