It's not in RFC 2369, it's in RFC 2822. Reply-To: is author domain. As mentioned, the author could suggest to the list serve they want Reply-To to be set to the list serve email address. But the listserve can't stomp on everyone's Reply-To unless they have some sort of agreement that the user effectively agrees to this policy, and still comply with RFC 2822.
