Apparently it's $4.99 on the App Store for anyone who is not a paying developer, and anyone can get it.

XServe running 10.6.6 today, and double clicked on a .jobs_inf file that previously I had going to TextEdit and instead it brought up a dialog asking me if I wanted to search f'n App Store for an application to view the file.
