It does if you apply it. It is easier to do from the command line though.

Hmm… not sure about that. I seem to recall that I was able to do this with my 'R rated' movie folder to apply ACLs to files moved into it. It's a directory property.

Apple does not provide good tools for ACLs in OS X, but the command line tools are the same as on any other UNIX.

I don't remember, but if you have BBEdit you can use a shell worksheet to make this a lot easier.
