I was under the assumption that you were doing this for the same
reason Photoshop is: to protect the user's vision from interference
from other windows, without requiring the user to hide/quit those
apps.  Photoshop has a very gray UI because using colors while doing
color correction ruins your eyes' color perception.

You should be able to create a borderless window at level X, have all
your document windows live at level X+1, and your panels live at the
normal level.
