Isn't this the same stuff which is discussed as "dual licensing" for  
years? It doesn't apply to GPL'd software in general, only to those  
pieces where the copyright holder - which is often _not_ the FSF -  
sells more permissible licenses besides releasing the source code  
under the GPL.

And no, no dual licensing / exception purchase from the FSF it's  
self, so no proprietary compiler based on gcc.
