There's not a lot of intel on the web about what this process actually does. <https://discussions.apple.com/thread/6373380?db=5> Guessing entirely from the name, I wonder if it might be related to System Preferences / Accessibility / Speech / Announce when alerts are displayed or applications need your attention. I know Universal Access was the old name for Accessibility.
