Restoring an AFPS volume to a non-AFPS volume

Q: Is it possible to "restore" an AFPS volume to a non-AFPS volume?

I'm trying to make a copy of the contents of an AFPS-formatted USB flash drive (about 170GB of data) to a non-AFPS-formatted USB flash drive, so I can use the latter on pre-macOS10.13 systems (macos10.12 and previous do not recognize AFPS-formatted drives).

When I try the "Restore" functionality in Disk Utility V17.0.3 (1646) on macOS 10.13.6, it fails cryptically:

Couldn't set up partitions on target device - error 49231
The operation couldn’t be completed. (OSStatus error 49231.)
Operation failed…

Does anyone have experience with "dd" or some other tool to make a copy of an AFPS drive to a non-AFPS drive?
