Correct.  Blocks cannot be shared between APFS volumes.

The file cloning feature allows multiple files within a volume to
share common blocks.

The volume snapshot feature allows blocks to be shared between
different versions of a volume.

Volumes cannot be cloned.  Files cannot be cloned between volumes.
