The pamphlets are in the sources, not in the binaries.
Look for axiom-jan2009-src.tgz (the src link under ubuntu)

Actually while chasing your bug I narrowed it down to a bug in the
browser interface.  The bug was due to a change in the GCL lisp code
I patched it and it is fixed in the silver version.

I'm about to release a new version of Axiom in a week or two.  You
could either download the development (silver) version or wait a bit
for me to make new binaries. I'll send you a note when they exist.
