Ok.  I removed the gcl proclaim stuff, and disabled the gcl optimize.lisp
file.  I ran the testsuite without and without these changes.  Time
original is 106.5 sec and 107.5 sec with the changes.  Average of 3 runs.
The difference is not statistically significant.

I think I'll remove the proclaim stuff but leave the optimize line in, but
disabled, pending any info from Camm.  If we don't here from him in a
while, I'll remove that too.
