Your idea seems to have some merit, but I think there are some
non-trivial hurdles that involve the, ahem, relatively fluid governance
structure of the Maxima project.

The website reads:

These discussions carry no commitment on either side and are an opportunity for the project and SPI to establish if proceeding to a formal application makes sense for the project.

That seems to be the place for you to start.
