Announce: passagemath-pari 10.8.6rc0, ships PARI/GP 2.17.4

passagemath-pari (https://pypi.org/project/passagemath-pari/) is one
of the pip-installable components of the modularized Sage library,
developed by the passagemath project. It supports CPython 3.11-3.14 on
Linux and macOS (both x86_64 and ARM) and provides binary wheels
for these platforms on PyPI.

passagemath-pari provides a full installation of PARI/GP and
Python/Cython interfaces for it. Included:
- the API introduced by the cypari2 package,
- the standalone interpreter and the gp2c compiler,
- the XEUS-GP Jupyter kernel for PARI/GP,
- various modules of the Sage library that make direct use of the PARI C API.

A release candidate 10.8.6rc0 is now available, which brings the
upgrade to PARI/GP 2.17.4. Install the package using "pip install
--pre passagemath-pari". Testing by experienced PARI/GP users would be
most appreciated.

Separately from this release candidate, work is underway to make a
WebAssembly build of passagemath-pari available in the
emscripten-forge repository. Help is welcome.
