Executable linker is   arm64-apple-darwin20.0.0-ld   -search_paths_first -Wl,-headerpad_max_install_names -Wl,-dead_strip_dylibs
-Wl,-rpath,/Users/justin/miniforge3/envs/Sage10.9/lib -L/Users/justin/miniforge3/envs/Sage10.9/lib

Did you set LDFLAGS in the environment ?
This is not the default.
