Seems sketchy.  The innovation backgrounder:

is very bad.  I don't even know where to begin on that one.

The website just needs a lot more fleshing out.  The project description
appears in no way to depend on any specific licensing structure for
intellectual property.  I can't figure out what this has to do with OSS:

But it's a repository for IP, which is along the lines of what Forrest was
describing.
