The HR-XML specs are here:

The specs appear to have BSD-style licensing and to be 
redistributable.  The download pages claim to require 
registration, but only seem to enforce that you click "I Agree",
not that any data be provided.  Just the kind of security
we need from the people who will standardize talent hiring.
