You can buy an insteon PLM, it will do insteon fine.

Looks like around $25 on ebay.
Note however that the older PLMs have died every 2 years on average for
me. My latest one seems to have been surviving longer though, so maybe
getting a newer PLM makes sense.
Also, once you have a PLM you can start adding insteon devices here and
there.
