For reasons that escape me, the core mh code includes specific 
references to specific builds, and that code is then specifically 
physically included in the mh build:

         if ($^O eq 'MSWin32') {
             my $build = &Win32::BuildNumber;
             if ($build < 600) {
                 push @INC, './../lib/site_win50';
             }
             elsif ($build < 800) {
		...

Those references only go up to Perl 5.10. I have no idea why they're there.
