I've untangled the get_earthquakes script and have it working. While my 
Perl skills are mediocre at best, given the existing one points to a 
non-existent source and can't possibly work, I can hardly make it worse!

What I've done is found the correct source, then updated everything to a 
get_url instead of get_ftp, and then reformatted the incoming CSV to the 
way it was formatted before.

Now how would I check it in. SVN? Github? Sourceforge? I lose track 
these days.
