[mh] PA Voice unwanted ramp-up

I have recovered or rebuilt almost everything that I had before the HD
crash. I believe what I have now is a new problem - as in I think it was
introduced because of an OS upgrade to ubuntu 20.04... from 12.04 (I think).

That is my audio device. I had a problem with announcements where the first
part was not audible and I thought it was a relay timing issue, so I added
more delay into the speech sub to accommodate. Nothing I did helped. So, I
plugged headphones directly into the MH computer and from the command line
I called the cepstral engine... sure enough! The first part of the voice
was REALLY low and is ramped up over the course of about a second. So an
announcement like:
Notice, the outside temperature...
became:
......ce, the outside temperature... with the "ce" being low.

Has anyone else ran into something like this where sound from the command
line ramps up instead of immediately coming on at the set volume? I see no
changes in "alsamixer" while watching, BTW.

For now, added a call to aplay to lay a wav file JUST before Cepstral
speaks. It's ugly, but it works.
