Thanks Brian. I tried to state the same thing you just did, but I think you stated it more clearly. Looking in lib, lib/site, THEN the system files is pretty much identical to the current "lib, lib/site, fallback" situation since they were all BEFORE the system lib directories before fallback. It was simply a reorganization of the files, but since we didn't know about the issue, it wasn't fixed.
