#2 is what is described here:

The page is now 6 years old, but we (my family) are still using this
integration to this day.

I think how to set up the project at console.actions.google.com must
have changed a lot since then, but my project that I created 6 years ago
is certainly still alive. 

I don't know if it is possible to do #1, though it is possible to have
MH turn something on and have the state immediately reflected on the
Google side.

Some time after the code for the integration described in the wiki page
mentioned above was added to MH, Google added local control, so now the
Google devices can go directly to the local devices without having to go
to the cloud. MH does not make use of this feature.

All this Google home automation stuff is pretty cool. It is possible to
do a lot of things without home automation software, so super easy for
