[protege-user] Guidance on Developing Plugins?

I'm thinking of developing a Protege plugin that can do automatic refactoring for more complex kinds of refactoring (e.g., Merge two classes) is there anywhere on the Protege web site or GitHub that walks you through the basics of what you need to do to develop a plugin? I found some things searching but they looked kind of dated. I'm assuming it has to be in Java, is that correct? Thanks.
