Yes, they are both in here: https://www.w3.org/TR/owl2-direct-semantics/ Try asserting a range of owl:Nothing for an object property, and if you run HermiT in Protégé you will see that property is equivalent to owl:bottomObjectProperty. (I think there is no equivalent for Annotation Properties because there is no need, the only reason you need those is for reasoning and annotation props aren't seen by the reasoner).
