help with converting from standalone server

H,
I have a small server written in C (not by me) which binds itself to
port 9999 and accepts 2 input names from a php form. It then writes the input to
a file /var/designs/new, tab delimited. Nothing much. Simple, right?
Now this serer has not much network capability, like restricting ips,
timeouts, concurrency etc. I feel that I can get this by using tcpsvd.
Can someone tell me what logic I have to use to make it *not* listen to
port all by itself but have tcpsvd do that job. And what are the
prractical difficulties it will face when changing from stand-alone to
tcpsvd mode?
Please suggest something for me. I am already feeling cool doing such a
thing in real life :)
