Cnum[:msg] in ipsvd-instruct

Hello,

I have a questions about Cnum[:msg] in ipsvd-instruct.

When I only have a -Cnum in the peers file it get read on connection but
nothing is done with it.
But if I insert in my startup script another -Cnum value this value is
overwriten by the peers directory value.

Is the right conclusion that ipsvd only does something with a Cnum variable
in a peers directory if and only if there is a -Cnum in the startup script?
