wvdial script

Hi,
The "collection of runit scripts" mention that wvdial/run needs a down
file and I use svc -o to bring it up. Why is it necessary? I want my 
connection to be up from morning 8:00 to evening 8:00, so what
do you suggest in such case? wvdial should automatically reconnect if 
disconnected.
