You didn't show your run script that uses tcpsvd, and see the tcpsvd(8)
man page for the command line options. Such delay probably is caused by
DNS timeouts, by default tcpsvd doesn't query the DNS on incoming
connections.

The -l option to tcpserver takes an argument.
