Nope, it isn't dead per se. It is just that workrave is more or less
considered "fully functional", and development has slowed considerably
since the early days. There are not many developers interested in adding
features and/or answering questions.

As to your question: If I recall correctly, it was about a dual-boot
system using both Windows 8.1 and Linux. You wanted to share data
between two workrave instances.

Short answer: No, this is not easily possible.

Somewhat longer: Workrave stores its data in some default location.
~/.workrave on linux, and somewhere in "Application data" on windows.
You probably could replace the ~/.workrave directory with a symlink to
the windows one. That might work. Alternatively, you could probably edit
registry settings (either windows registry or gconf) to modify the
storage location, and get it to work that way. I don't have the details
there. (which is why I didn't answer the question at the time). YMMV and
stuff.
