That sounds as if Workrave has detected that you are not using the
mouse or the keyboard, so you are effectively giving your hands an
unscheduled mini-break.

If the bar fills up all the way, then you've successfully taken a
mini-break and it will start a new cycle.

If you want Workrave to go purely by time and not consider mouse and
keyboard inactivity, then Reading Mode may be what you are looking
for.
