It used to be that when you postponed the restbreak before the
microbreak was over, you'd get the microbreak back. I just tested
(workrave 1.10.15), and that is not (no longer?) the case. I think you
found a bug :-)

Having said that, workrave was never meant to be airtight. When this bug
gets fixed (or if we disabled the restbreak button), you'd no doubt
discover the preferences window, and discover that you could change all
the settings there ;-). You'd literally not be the first to suggest to
request we password protect it :-)

May I instead recommend to practice some restraint :-)
