I'm assuming you're using windows. Are the counters counting down for
you? If they are, then the break settings are messed up, and hence you
are not getting interrupted.

If they are not, then workrave cannot detect that you are busy. You
could try the "Alternative activity monitoring" or something like that.
I guess it is in Preferences->UI, but since I'm on linux I cannot check.

If that, too, doesn't work for you, what is your exact OS?
