I just tested. It works for me. So my best guess is that at the time you
tried, you had already worked for about two hours that day. You could
check by opening the statistics and look at you daily usage.

Note that the daily limit timer (like all workrave timers) doesn't measure
wall clock time, but instead the time you spend typing and clicking
(unless you enable "reading mode", that is). So 8 hours may translate in a
wall clock time much longer than that, depending on your intensity of
usage. I again recommend checking out the statistics screen. It shows how
long you've used the computer on a given calendar day. That should give
you an indication where to start.
