Building for windows

I just cloned the git repo and I'm trying to build for windows but I'm
a bit stuck. I found the directions in build/win32/README which say:
   cd frontend/gtkmm/win32/setup
   make-runtime.sh ../../../..
but I don't have a make-runtime.sh in that dir or in my path. There's
one in build/win32/tinderbox/ but it seems these directions may be
outdated so other things may have changed as well. Can anyone tell me
how to do this?
