This topic was discussed recently on this mailing list.  See the
earlier messages with this subject:

Short summary: There are two methods that *ought* to work.  You should
be able to change things via GConf, and also via DBus.  Neither worked
for me due to bugs, but they might work for you.  Of course, feel free
to fix the bugs that prevented them from working correctly.  :-)
