Can't install 1.9.4, but can install 1.9.3

I work at a place where my computer is "locked down" and I don't have full permissions to just install whatever I want. That said, I have just enough permission to install WorkRave. I had been running 1.9.1 for a long time, and needed to upgrade. I downloaded and tried to run the 1.9.4 MSI (Windows) installer. The first time, WorkRave 1.9.1 was still running, and the installer prompted me to close it first. So I did. However, the installer continued to prompt me to close WorkRave. I uninstalled 1.9.1 and rebooted my computer, and tried again, but the installer always said that WorkRave was still running and that I needed to close it first. So I downloaded 1.9.3 from the archives, and that one installed and is running without any problems. Something in the installer for 1.9.4 got confused into thinking that WorkRave is running, even when it is no longer installed.
