Do you have a GTK theme file or gtkrc file somewhere that is corrupt? It seems 
Gtk cannot load/find its theme settings.

Workrave may skip loading your .gtkrc file because it is started as root.
The two icons can be explained if you have set all timers to hidden in the 
applet preferences. The applet then shows a sheep icon. The other sheep is 
controlled by the 'show status icon' setting.
