Daily limit of 4 hours goes back to 4 hours after 3 hours of work

Hi. I have Workrave 1.10 and Windows XP SP2. Sometimes the daily limit timer resets (goes back to initial readings) after I turn off and turn on my computer. It can happen at various time of the day and it happens not after each reboot. For instance, my daily limit is 4 hours. After 3 hours of work Workrave daily limit timer shows 1 hour remaining. If I turn off and then turn on my computer, the timer may start counting down from 4 hours as if I haven't worked. It means that sometimes the daily limit works not as a daily limit but as a session limit. I've experienced this issue in several versions of Workrave already. I tried to use another program WorkPace. Its daily limit timer works correctly but WorkPace does not have a convenient timer embedded into taskbar. Can this bug be fixed somehow?
